This issue consolidates three verifiable things: the current statutory investment thresholds and their attached conditions, the year-on-year apartment price change in the latest Bank of Greece index, and the timing and evidence conditions that the national procedure registry now sets out for the EUR 250,000 change-of-use route. Every figure carries its publisher, source link and review date; what we do not publish is listed separately with the reason.
1. Statutory thresholds: the conditions decide, not the number
The three thresholds are widely quoted; what decides whether a transaction qualifies is the attached conditions — area designation, the single-property rule, main-space floor area, and when a change of use must be complete. The values and conditions below come from the same consolidated statute.
Standard property in designated high-threshold areas

How this figure is produced, and what it cannot be used for: Minimum acquisition values are taken from the statute; location, single-property, floor-area and change-of-use conditions remain attached limitations. Not a case-specific eligibility decision. The property still requires document review by counsel, engineer and the competent authority.

2. Apartment price index: same direction nationally and in Athens, different magnitude
The Bank of Greece residential property price index is the only stable, quarter-comparable public source available. The latest release shows every segment positive year on year, with Athens below the national average and the strongest increase outside the major cities — the opposite of the common assumption that the capital moves fastest. Figures are nominal year-on-year and provisional; later releases may revise them.

How this figure is produced, and what it cannot be used for: Shows nominal year-on-year apartment price change published by the Bank of Greece. The source is credit-institution valuation data; about 964,300 valuations were reported through March 2026. Figures are provisional and may be revised. Athens is not a neighbourhood price-per-sqm series. The index cannot predict an individual property return.

3. The EUR 250,000 change-of-use route: the procedure registry now spells out the conditions
This route is often reduced to "EUR 250,000 and you qualify". In practice it turns on four checkable conditions, and its core evidence — engineer report, payment trail and cadastral records — is set by a joint ministerial decision. The national registry of administrative procedures now carries a dedicated entry, which is currently the most stable official statement.

How this figure is produced, and what it cannot be used for: Includes only express statutory conditions; developer marketing, renovation progress and seller statements are not treated as proof of completed change of use. Not a list of purchasable projects. Registered use, works and application timing require property-level review.

What this issue does not publish, and why
The items below circulate widely and are often quoted to the decimal. We do not publish them, because no item-verifiable public source exists today. If someone gives you such a figure, ask for its source and definition alongside it.
Neighbourhood price per square metre
No uniform, stable and item-verifiable public source exists. The central bank series is an index, not a neighbourhood price table; commercial-platform asking averages move with listing mix and are not transaction prices.
Project rental yield
Publicly available yields are asking rent over asking price, before vacancy, tax and maintenance, and cannot be reconciled to completed transactions. Using them systematically overstates returns.
Golden Visa refusal rates and processing times
The competent authority does not publish itemised monthly statistics that can be checked line by line. No decimal-point approval rate or average duration can be traced to an official source.
Our own clients’ outcome statistics
We state operational facts such as the number of applications filed. We do not publish approval-outcome ratios: approval is decided by the authority, and no agency is entitled to state outcomes on its behalf.
